Wisconsin's TSCs - 1971-2011
In 1971 Governor Patrick Lucey signed S. 83.013, Wis. Statutes into law, which requires that each county have a community-level, multi-disciplinary Traffic Safety Commission (TSC) that meets at least quarterly.
 
The Wisconsin County / City Traffic Safety Commission Guidelines explain that TSCs bring "local and state expertise to the task of minimizing the incidence and severity of traffic crashes [and] foster a coordinated effort."
 
According to WisDOT, TSCs use crash data to target specific accident locations, eliminate hazards, and meet their duties under S. 83.013, Wis. Statutes.
 
An AASHTO report lauded Wisconsin's TSCs as "the foundation for implementing safety initiatives at the local level ... through safety analysis of crash data, coordination and, cooperation between state and local agencies and citizen groups."
 
The Wisconsin Highway Safety Coordinators Association (WHSCA) is a membership organization of TSC coordinators with bylaws that frame its mission and goals.
